If you would like to study in Canada but have always been disadvantaged by the high tuition fees for international students, you are in luck.
Beginning September 2023, Quebec will slash tuition fees from about $20,000 to $3,000 CAD per year for eligible international students in six eligible priority programs of study.
Due to this exemption, as an eligible foreign student, you will end up paying the same tuition fees as Québec students.
This policy will not be implemented retrospectively but will apply beginning Fall 2023.
According to Quebec’s Minister of Labour and Immigration, Jean Boulet, who shared this good news, the goal of this new strategy is to make the Quebec regions outside outside the territory of the Communauté métropolitaine de Montréal (i.e. Greater Montreal) more attractive to international students.
International students who qualify for this program will also be allowed to work up to 20 hours per week while studying.
Quebec said it will publish a complete list of institutions and specific programs of study at a later date.
Eligibility for new Quebec international students tuition fees

Be a foreign national

Be a full-time student at either a college or university in Quebec but outside of the Communauté métropolitaine de Montréal (i.e. Metropolitan Community of Montreal) area.
- Must reside in Québec, but outside the territory of the Communauté métropolitaine de Montréal

Be taking a qualifying program of study in French in any one of the following employment sectors identified as priorities by the Government of Québec, that is::
- information technology;
- engineering;
- healthcare;
- social services;
- education, or;
- early childhood education.
