It can be disheartening to make so many job applications from outside Canada but no job offer. The main reason is because so many people are applying for jobs from outside Canada. Many are getting job offers in Canada from outside Canada, but many more are also not getting the jobs because getting a job from outside Canada is not easy.
Luck, opportunity, and proper positioning all play a role on whether or not you get a job offer in Canada from abroad.
And that is why in today’s article I show you how to move to Canada without a job offer.
Saskatchewan International Skilled Worker Occupation In-Demand Stream (SINP) and Saskatchewan Express Entry Stream
The Saskatchewan International Skilled Worker: Occupation In-Demand stream (SINP) is a Saskatchewan PNP sub-category for skilled workers who:
- Don’t have a job offer in Saskatchewan but are highly skilled in an in-demand occupation.
- NOTE: NOC C and NOC D are not eligible for the Occupation In-Demand and Express Entry.
- NOC A: jobs that usually require university education
- NOC B: jobs that usually require college education or apprenticeship training
- NOC O: management
- Meet the criteria. Criteria can change at any time, but we will use what was on this website when we first got your application.
- You may qualify to apply if you live outside of Canada or have proof of legal status in Canada
- A low CLB requirement of CLB 4
- Not too many years of work experience – minimum of one year of full-time
- No need to be connected to the province through family, job or education. You don’t need to know anyone
- No CRS score required
- You can move to Canada with your family
How to Apply for Saskatchewan International Skilled Worker Occupation In-Demand Stream (SINP)
- You apply to the SINP by first submitting an International Skilled Worker Expression of Interest (EOI)
An International Skilled Worker EOI is not an application to the SINP.
An International Skilled Worker EOI is a pre-application process which allows candidates to fill out a form to indicate their interest in applying to the SINP.

Not all candidates who submit an International Skilled Worker EOI will be invited to apply to the SINP. There are no limits on the number of candidates who can submit an EOI. Candidates can only have one EOI profile.
- After you receive an Invitation to Apply through the Expression of Interest system:
- Follow the guidelines for the Application Process
- Complete, scan and submit all of your Required Documents
- Refer to the SINP Important Words and Definitions to understand what is needed
You may qualify for Saskatchewan International Skilled Worker Occupation In-Demand Stream (SINP) if:
- You live outside of Canada or have proof of legal status in Canada
- Are not a refugee claimant
- Score a minimum of 60 points out of 110 on the SINP point assessment grid
- Have a language score of at least 4 – Canadian Language Benchmark (CLB) 4
- Some employers may ask for language scores that are higher than CLB 4
- Have completed post-secondary education, training or apprenticeship that’s comparable to that in Canada. You must have earned a diploma, certificate or degree related to your intended occupation. To find out if your education is related to your intended occupation you can review the “Employment Requirements” section of your National Occupation Code profile.
- For education outside of Canada, you must submit an educational credential assessment (ECA) from a designated organization (See IRCC’s list of approved organizations)
- Individuals who have completed trades or job training as part of their high school education must instead apply for Saskatchewan licensure (See Regulated Occupations and Licensing Requirements)
- Have work experience that is high skilled and not on the Excluded Occupation List
- You must have a minimum of one year of full-time (minimum 30 hours per week) paid work experience in a skilled occupation over the past 10 years related to your field of education. Your work experience must be in a high skilled occupation (NOC “0”, “A” or “B”) that is considered to be in-demand in Saskatchewan at the time of your application. - Your work experience must be related to your occupation and education

- You may need to provide proof of Professional Status or of eligibility for Licensure

- You must include all required documents in your application. Missing documents will result in your incomplete application being returned. Your application fee will not be refunded.
- Have proof of settlement funds and a settlement plan
