You need to find a valid job offer from a designated employer in order to immigrate to Canada and get Canada PR through the Atlantic immigration Program (AIP).

The Atlantic Immigration Program is a federal immigration program that helps employers recruit skilled foreign workers and international graduates to meet labour needs of Atlantic Canada provinces.

In order to get a job offer to get Canadian PR through the Atlantic Immigration Program (AIP), you need apply for jobs opening by the Canadian employers in Atlantic Canada provinces willing to hire foreigners who have been designated by AIP.

The Atlantic provinces are:

  1. Newfoundland and Labrador,
  2. Nova Scotia,
  3. Prince Edward Island and
  4. New Brunswick.

Each province publishes a list of employers who are allowed to hire foreign nationals through the AIP, which can be found below.

In order to come to Canada through a designated employer stream, foreign workers must have a job offer from a designated employer.

Designated employers are Canadian companies pre-approved by their respective provinces to participate in the designated employer immigration stream, and they recognized by the federal government or the provinces to hire foreign workers without needing an LMIA.

Newfoundland and Labrador

Candidates can be living abroad or be in Canada temporarily, but must have a job offer from or must be employed by a designated employer before applying.

If you and the employer meet the program requirements, you and your eligible dependants will receive permanent resident status, and can live and work in Canada.

The Atlantic Immigration Pilot Program (AIPP) enables New Brunswick employers to hire foreign skilled workers and recent international graduates who want to live and work in New Brunswick.
Foreign workers with the skills, education and work experience to contribute to New Brunswick’s economy who want to get Canada PR through the AIP and live and work in New Brunswick must solely get job offers from employers who are designated under the program.

Nova Scotia

Nova Scotia list of designated employers 

As at the writing of this article, the Department of Labour, Skills and Immigration has temporarily paused the Atlantic Immigration Program (AIP) and the Nova Scotia Experience: Express Entry (NSEEE) stream to NOC 62020 – food service supervisors.

The following are currently not eligible:

  • Under NSEEE, work experience with NOC 62020
  • Under AIP, job offers with NOC 62020

The following remain the same:

  • Candidates using NOC 62020 can apply through the Skilled Worker Stream
  • Businesses working in the food and hospitality sectors will continue to be able to use the Skilled Worker stream to recruit food service supervisors.
  • Employers are also able to recruit food and beverage servers (NOC 65200) and food counter attendants, kitchen helpers and related support occupations (NOC 65201) through the Occupations in Demand (OiD) stream.

Currently, transport truck drivers (NOC 73300) applications are not being accepted by Nova Scotia’s Atlantic Immigration Program.

Applicants are encouraged to use the Nova Scotia Nominee Program’s Skilled Worker stream, Occupations in Demand stream or Nova Scotia Experience: Express Entry.

To apply for permanent residency through Nova Scotia AIP program, foreign workers must:

  • Have a valid endorsement certificate issued by the province
  • Foreign workers who require a work permit must have a work permit referral letter issued by the Province
  • Employers supporting work permit applications must register in the federal employer portal, submit the job offer and pay a compliance fee

Steps to Apply for Canada PR through Atlantic Immigration Program (AIP)

  1. Get a job offer from a designated employer
    • That a company is on the designated list of employers does not indicate that they hiring at this time.
    • If you are looking for a valid job offer from a Designated Employer, please visit their website or the various genuine Canadian job application websites and apply for advertised vacancies.
    • This will include collaborating with your potential employer in an endorsement phase whose end goal is to create a settlement package that will describe the personalized settlement services you as the foreign worker will receive from the employer once you arrive in Canada.
  2. Use the valid job offer from a designated employer to apply for nomination under the Atlantic immigration program.
    • If the province approves this, you will receive a nomination and be able to apply to the federal government for Canadian permanent residence PR.
    • You will also use the job offer to apply for a Canadian work permit and start working in Canada as you wait for completion of your Canada PR application.

The job offer must meet all of these requirements:

  1. The job offer must be full time.
  2. The job offer must be non-seasonal. In general, this means you have consistent and regularly scheduled paid employment throughout the year.
  3. For NOC 2021 TEER 0, 1, 2, or 3 category job offers, the employer must be offering you a job that will last at least 1 year from the time you become a permanent resident.
  4. For NOC 2021 TEER 4 category job offers, the employer must be offering you permanent employment, that is, there is no set end date.
  5. The job offer cannot come from a company where you (the applicant) or your spouse or common-law partner are a majority owner.
  6. The job must be at the same skill level as, or higher than, the work experience that qualified you for the job (refer to the table below), unless you’re an international graduate from a recognized post-secondary institution in Atlantic Canada.
    • For certain health care sector jobs, you don’t need to have a job offer at the same skill level as, or higher than, the qualifying work experience.
      • Work experience in NOC 32101 (licensed practical nurses) and NOC 31301 (registered nurses) can be used as qualifying work experience if you have a job offer in NOC 33102 (nurse aides, orderlies and patient service associates) or NOC 44101 (home health care workers).

When a designated employer offers you a job, they’ll give you an Offer of Employment to a Foreign National form [IMM 0157] (PDF, 317 KB) . You must

  • make sure you meet the employment requirements listed in the National Occupational Classification
  • sign the form titled Offer of Employment to a Foreign National and keep a copy for your records
    • You’ll need this form when you work with a service provider organization on your settlement plan and for your permanent residence application.

If you receive a job offer from an employer

  • ask for a copy of the employer’s Confirmation of Designation, or
  • tell them about the Atlantic Immigration Program and ask them to consider becoming designated, if they aren’t already
