Provincial Nominee Programs (PNPs) in Canada are instituted to help Provinces in Canada to fill specific local labour shortages they face.
Unlike the express entry high federal skilled worker draws that have stalled since the Covid 19 pandemic, the Provincial Nominee Programs (PNPs) have continued unabated.
Therefore, provincial nominee programs are currently the most viable pathway for immigrating to Canada as a permanent resident.
Moreover, any express entry candidate who gets a provincial nomination automatically get an additional 600 points towards their express entry CRS profile which guarantees an invitation to apply for Canadian PR.
The caveat is that most provincial nominee programs PNPs require the applicant to have a job offer, some level of work experience and/or level education from that particular province.
There are however, some PNPs whose only mandatory requirement is that the applicants has capability to alleviate labour shortages in the province.
In today’s blog I share with you 3 of those PNPs without job offer, that is, for which a job offer or previous work experience in the province is not mandatory requirement.
- Saskatchewan International Skilled Worker Stream: Express Entry
Candidates are considered for nomination under Saskatchewan Express Entry stream through the Expression of Interest system. To submit an Expression of Interest under the Saskatchewan Express Entry stream, express entry candidates must:
- Have an Express Entry profile
- At least one year of post-secondary education
- One year of skilled work experience in NOC 0, A or B (not included on SINP’s Excluded Occupations List).
- Alberta’s Express Entry Stream
- Based on available profile information in the federal Express Entry portal, Alberta may select candidates and send them a Notification of Interest letter in their federal Express Entry profile.
You may receive a Notification of Interest letter if:
- you have an active Express Entry profile in the federal Express Entry pool
- your primary occupation in your federal Express Entry profile is an occupation that supports Alberta’s economic development and diversification
- you have stated an interest in immigrating permanently to Alberta
- you have a minimum Comprehensive Ranking System score of 300
Factors that increase your chances
Meeting one or more of the following adaptability factors may also increase your likelihood of receiving a Notification of Interest letter:
- you have an Alberta job offer
- you are a graduate of a Canadian post-secondary institution
- you have a parent, child, brother or sister who is a permanent resident living in Alberta, or a Canadian citizen living in Alberta
- French is your first language
Factors that decrease your chances
If you meet one or more of the following factors, this may decrease your likelihood of receiving a Notification of Interest letter:
- your Express Entry profile expires in 5 months or less
- your primary occupation in your federal Express Entry profile:
- is on the list of High-wage and low-wage occupations in the province of Alberta set out on the online Government of Canada Refusal to Process a Labour Market Impact Assessment list
- is on the Alberta Opportunity Stream Ineligible Occupations list
- has a high volume of submissions across all AAIP streams

- Nova Scotia Labor Markets Priorities Stream
Nova Scotia’s Labour Market Priorities is another Express Entry PNP program without job offer as a mandatory requirement.
To apply you must:
- receive a Letter of Interest from the Nova Scotia Nominee Program within the Express Entry system;
- submit your application within 30 calendar days of the date on which your letter of interest was issued;
- meet the minimum work experience requirements of the Express Entry stream for which you have qualified;
- demonstrate sufficient funds to successfully establish yourself and your family in Nova Scotia and to pay your immigration costs and travel expenses;
- have legal status in your current country of residence;
- meet eligibility criteria in place at the time you are issued a Letter of Interest; and
- have a valid Express Entry number and meet all IRCC criteria for the Express Entry pool.
